What Is a Closed Culture?
A closed culture is a poor culture within a service that increases the risk of harm. It is characterised by a lack of external oversight, limited transparency, and an inward-looking management approach that prioritises the organisation over the people it serves.
Learning Objectives
- Define closed culture using CQC and academic frameworks
- Understand the conditions that allow closed cultures to develop
- Recognise why closed cultures are difficult to detect from outside
- Identify the human cost of closed cultures
Key Indicators
Geographical isolation, high staff turnover, low complaint rates (not high — low complaints often indicate fear), over-reliance on agency staff, management that deflects scrutiny, families feeling unwelcome, restrictions on visiting, and a culture of “we know best.”
